There was severe rationing in the 1940s in the UK and to ensure good quality basics were available to everyone the government came up with various design restrictions with the resulting items carrying the CC41 label.
For women's clothing this included restricting the amount of buttons on dresses and the length of skirts. For lingerie the use of lace, trims and even elastic was minimal.
